Assistant Professor Adriana Vincenca Padovan, Ph.D.

BIOGRAPHY

Professional positions held: Since November 2010 employed at the Adriatic Institute by the Croatian Academy of Sciences and Arts, currently as a research associate. From 2003 until 2010 employed by CROATIA Insurance Plc. Zagreb at the Head office – Transport and Credit Insurance Department as an Independent expert for the insurance of liability (2003 – 2006), as a Co-ordinator (2006 - 2009) and finally as a Head (2009 – 2010) of the Marine and Aviation Hull and Liability Insurance Section.

Education: In 2011 received a Ph. D. degree in the field of Maritime and Transport Law at the Faculty of Law, University of Zagreb (dissertation: The role of marine insurance in the protection of marine environment). In June 2010 her LL.M. degree in International Maritime Law awarded by the IMO International Maritime Law Institute (IMLI), Malta, 2003, was recognised its full legal equivalence to the degree of Master of Law in the field of Maritime and Transport Law awarded by the Faculty of Law, University of Split, within the postgraduate programme Maritime Law and Law of the Sea. The Croatian Bar Exam passed in 2006. In 2003 graduated with distinction from IMLI and was awarded LL.M. degree in International Maritime Law (scholarship of The Lloyd's Register of Shipping; dissertation: Direct Action of a Third Party against the Insurer in Marine Insurance with a Special Focus on the Developments in Croatian Maritime Law; legal drafting project: Implementation of the Convention for the Suppression of Unlawful Acts against the Safety of Navigation, 1988 and the latest amendments of SOLAS Convention (Chapter XI and ISPS Code) into Croatian legal system). In 2002 graduated from the Law Faculty, University of Zagreb (thesis: Air Carrier’s Liability under the Montreal Convention 1999). In 1996 graduated from the XV Gymnasium of Mathematics and Natural Sciences, Zagreb and the Music high school “Eli Bašić”, Zagreb.

Scientific projects: 2011-2013 a researcher on the scientific project “Croatian Maritime Legislation, International Standards and the EU Law”, No. 101-0000000-2440, funded by the Croatian Ministry of Science, Education and Sports. Research area: Social sciences, Law, Maritime and general Transport Law. She contributed to the project with 1 book, 4 peer-reviewed scientific papers and 2 lectures at the international scientific conferences. The areas of her scientific interest and research in general are maritime and transport law, and in particular marine insurance, salvage, wreck and general average.

Teaching activities: In 2007/2008 she was a full time lecturer, and in 2012 a visiting lecturer at the IMLI LL.M. programme, where she lectured on the topics of marine insurance, salvage, wreck, general average, ship sale and purchase, carriage of goods by sea, arrest of ships, maritime liens and privileges, international trade law and property law. Since 2005 she has occasionally lectured as a visiting lecturer on marine insurance at the undergraduate programme of the Faculty of Law, University of Zagreb (the Chair for Maritime and Transport Law).

Mentorship: Mentor on 9 LL.M. dissertations and 10 legal drafting projects, IMLI LL.M. programme, academic year 2007/2008.

Professional and scientific activities: Since 2012 Mediator at the Centre for Mediation of the Croatian Insurance Bureau (CIB). In 2012 -2013 and 2017 Member of the Expert Committee of the Ministry of Maritime Affairs, Traffic and Infrastructure for the revision of the Croatian Maritime Code, in 2016 for the ratification of the Nairobi Wreck Removal Convention 2007, and for the drafting of the Regulation on the Method and the Conditions for the Handling and the Sale of Wrecks. Occasionally from 2004 until 2007 redacted the English translations of the Croatian maritime legislation (for the Ministry of Foreign Affairs and European Integrations). 2007 - 2008 editor of the IMLI’s publications. Since 2009 regularly holds specialist transport insurance seminars for the Centre of Education of the Insurance Professionals, CIB. Lectures at the international professional and academic conferences.  2013 - 2016 participated on the International Subcommittee for the Review of the Rules on General Average, Comité Maritime International. Author and co-author of 1 book, 2 book chapters, 11 peer-reviewed academic papers and 7 professional articles, dealing with maritime law, marine and transport insurance and of several professional translations of international instruments, book reviews, peer-reviews etc. 2014 - 2017 Member of the Editorial Board of the academic periodical publication (legal journal) Poredbeno pomorsko pravo/Comparative Maritime Law.

Vesna Skorupan Wolff, Ph.D.

Professional positions held: Since 2003 employed at the Adriatic Institute of the Croatian Academy of Sciences and Arts, where she currently holds a position of a senior research fellow. 1998 - 2003 professional associate at the Supreme Court of the Republic of Croatia. 1993 – 1998 legal associate in a private attorney’s office in Zagreb.

Education: Graduated law at the Faculty of Law, University of Zagreb (LL.B.) in 1993. LL.M degree received in 1999 at the Educational Rehabilitation Faculty, University of Zagreb. Ph.D. degree received in 2005 at the Faculty of Law, University of Zagreb (doctoral thesis “Liability of the Sea Carrier”). Croatian Bar Exam passed in 1995.

Scientific projects: Since 2007 a researcher on the scientific project «Croatian Maritime Legislation, International Standards and the EU Law», no. 101-0000000-2440, funded by the Croatian Ministry of Science, Education and Sports (CMSES), research area: social sciences, law, maritime and general transport law, harmonisation of the Croatian maritime law with the international conventions and the EU maritime law; the project is currently in progress and expected to be completed by the end of 2013. 2002 – 2007: researcher on the scientific project «Croatian Maritime Law and International Standards», no. 0101030, funded by CMSES. Her scientific interests include all topics of private maritime law.

Professional and scientific activities: An author of over 50 scientific and professional papers, and a number of professional translations of international instruments, commentaries of court decisions, book reviews, etc. In 1995 won the prize of the Croatian Bar Association’s professional periodical publication “Odvjetnik” for the best paper. Since 2006 a member of the Editorial Board of the scientific periodical publication (A1 journal) Poredbeno pomorsko pravo/Comparative Maritime Law.  2012 – 2013 Member of the Expert Committee of the Ministry of Maritime Affairs, Traffic and Infrastructure for the revision of the Croatian Maritime Code. She has participated in several domestic and international academic conferences related to maritime law.

Božena Bulum, Ph.D.

Professional positions held: She works as a senior research associate at the Adriatic Institute of the Croatian Academy of Sciences and Arts. In February 2006 she started to work at the Adriatic Institute as assistant. From January 2005 until February 2006 she worked at the Ministry of Justice and from June 2001 until January 2005 at the Commercial court in Split as legal assistant.

Education: She gained her PhD in 2008 (thesis: ”Regulation of maritime transport services and access to port services market in the competition law of the European Union”) and LL M in 2005 (thesis: “Time charter in modern maritime practice”) at the Split Faculty of Law.

In 2003 she passed the bar examination at the Ministry of Justice. In 2000 she graduated from the Law Faculty, University of Split. In 1996 she graduated from the II Gymnasium in Split.

Scholarships and rewards: 1998-2000 University of Split scholarship, 2000 Foundation “Zlatko Crnić” scholarship, 1997,1998, 1999, 2000 dean rewards.

Scientific project: Since 2007, she had been an associate researcher on the scientific project “Croatian Maritime Legislation, International Standards and the EU Law“ (Institutional bearer of the project: Croatian Academy of Science and Arts, Branch: Adriatic Institute). The purpose of this project was a permanent study and analysis of maritime legislation which is in force in the Republic of Croatia in order to assess to what degree our national maritime legislation and practice are harmonized with contemporary trends and international standards. One of the important aims of this research was further development of the Croatian maritime legislation through: proposals for amendments of existing positive laws and by-laws; the enactment of new regulations; preparations for the accession of Croatia to international conventions, as well as through preparatory work for the participation in diplomatic conferences on codification and unification of maritime law.

Professional and scientific activities: Author of one chapter in a manual, one scientific monograph and over 20 peer-reviewed scientific articles and professional papers. Member of the Expert Committee for the amendments of the Croatian Maritime Code 2007, 2008, 2011 and 2013.

Organisation of conferences: Since 2006 she has participated in the organisation of the triannual series of conferences of the Adriatic Institute of the Croatian Academy of Sciences and Arts conference.

Professional association memberships: Croatian Maritime Law Association (since 2004), Portius (International legal centre for port law). Member of the Expert Committee for the Croatian Maritime Code Amendments 2007, 2008, 2011 and 2013.

Assistant Professor Nikola Mandić, Ph.D.

Professional positions held: Since 2008 employed at the Faculty of Maritime Studies, University of Split, currently holding a position of Assistant Professor; in 2012 appointed to the title Lecturer in the scientific area of social sciences, field of law; in 2015 appointed to the title of research associate and postdoctoral senior academic assistant.

Education: In 2007 graduated in Maritime Management at the Faculty of Maritime Studies, University of Split, (thesis: “The Influence of Split Port Management on Cruiser Vessel Traffic”). Completed a post-graduate course in Maritime Law and Law of the Sea at the Faculty of Law, University of Split, in 2010 and received a Master of science degree (thesis: Contract of Maritime Agency). In 2015 obtained Ph. D. degree at the Faculty of Law, University of Mostar – doctoral thesis “Liability of the carrier in the carriage of goods by sea with special reference to the Rotterdam Rules 2009”.

Professional positions held: Since 2009 employed at the Maritime Department of the University in Zadar, currently as a postdoctoral researcher. From 2001 unitil 2009 employed by State Archives in Zadar as an State Archives Secretary (2007-2009); British-Croatian Chamber of Commerce in London, UK, as an Administrator (2004-2006); Borik d.d. Zadar as an Secretary of Administration for Legal Affairs (2003-2004) and Punta Skala d.d. Zadar as an Secretary of Administration for Legal Affairs (2001-2003).

Education: In 2016 obtained Ph. D. degree at the Faculty of Law, University of Rijeka – doctoral thesis „Bareboat Charter Contract“. Completed a post-graduate course in Maritime Law and Law of the Sea at the Faculty of Law, University of Split, in 2011 and received a Master of science degree whit thesis „Contract on Towing at Sea“.
